At about 6 months, babies begin to understand what you say . At this point they don’t understand the words but they understand the tone and atmosphere of what you’re trying to convey.
And, sometimes they might pretend they don’t understand when you say “no”. Don’t reward their actions by laughing, instead adjust the manner you say it since babies are paying very close attention to the tone.
